How often does a PCP need to be updated?

COMPLIANCE ALERT: A PCP that does not reflect your current operations is a compliance failure even if it was accurate when it was written. CFIA verifies what you are doing now, not what you were doing when you first applied for your licence. 

Your PCP should be treated as a living document. It must be updated whenever your import operations change in any meaningful way. Adding a new food commodity, sourcing from a new supplier, changing your storage or distribution arrangements, or adding a new activity type such as processing or repackaging are all triggers for a PCP review and update. 

There is no fixed calendar interval required for PCP updates, but there is a practical standard. Your PCP must accurately reflect what your business is actually doing at all times. If an inspector arrives and finds that your operations differ from what is documented in your plan, that discrepancy is a non-compliance regardless of when the plan was last formally reviewed. 

In addition to operational changes, external events can trigger a PCP review. If a supplier’s food safety certification lapses, if a foreign food safety authority issues a warning about a supplier you use, or if a new hazard is identified for a commodity you import, your PCP must be updated to address the change. 

The annual recall simulation is a built-in review mechanism. When you run your simulation and document the results, any gaps identified between your documented recall procedure and actual execution need to be addressed in your PCP. The simulation is not just a compliance checkbox. It is a quality assurance process for the plan itself.
